libfl-dev software package provides static library for flex (a fast lexical analyzer generator), you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libfl-dev
libfl-dev is installed in your system.
Make ensure the libfl-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libfl-dev *
You will get with libfl-dev package name, version, architecture and description in a table
